A Yakut - reelected Chairman of “World Reindeer Herders” Association

 At the end of July, 2013, Aoluguyya village of Inner Mongolia in the People's Republic of China held the V 5 World Reindeer Herders Congress with the participation of over 400 people from 10 countries.

The World Reindeer Herders Congress is being held every 4 years since the establishment of the Association “World Reindeer Herders” in 1997 in the city of Nadim of the Yamal-Nenets Autonomous District. This event was followed by the World Reindeer Herders Congresses in Inari (Finland, 2001), Yakutsk (2005), and Kautokeino (2009).
The decision to hold the V World Reindeer Herders Congress in China was adopted during the IV World Reindeer Herders Congress held in 2009 in Kautokeino, Norway. The main reason for this decision was desire to draw the world's attention to the problem of disappearance of the taiga reindeer herding in some reindeer regions. Therefore, this congress focused on discussion and preparation of measures for preservation and development of this unique type of reindeer herding in the taiga zone.
The main theme of this year’s Congress was “Deer, people, nature: sustainable development”. Perhaps, this congress was the most representative as it was attended by delegation of 20 reindeer regions including 15 Russian ones.
The first day of the Congress witnessed an official opening of the event with the participation of representatives of the reindeer countries, who greeted herders on behalf of their regions. The head of the delegation of the Republic of Sakha (Yakutia) was Petr Alekseev, the Deputy Chairman of the Government of the Republic of Sakha (Yakutia), who delivered greetings on behalf of the leadership of the republic. It should be noted that the delegates of the Congress of the Republic of Sakha (Yakutia) were the following herders: Vasily Solovyov (MUE “Multan” of Momsky ulus), Varvara Struchkova (APC “Tompo” of Tomponsky ulus), Oleg Kaurgin (“Turvaurgin” of  Nizhnekolymsky ulus), Vasily Chelberdirov (MUE “Borogonsky” of Bulunsky ulus), Anna Tuprina (MUE named after Ivan Spiridonov of Anabarsky ulus) and Alexander Grigoriev (head of the community “Bugat”, president of the Union of Nomadic Clans of Indigenous Peoples of the Republic of Sakha (Yakutia)). Moreover, the delegation of Yakutia included Elena Golomareva, People’s Deputy of the State Assembly (Il Tumen) of the Sakha Republic (Yakutia), Alexey Serguchev, Head of the Department for the Peoples Affairs the RS (Y), Ivan Pavlov, Deputy Minister of Agriculture and Food Policy of the RS (Y) and others.
After the greetings, the congress started its work: it approved delegates, governing bodies and secretaries. Juha Magga, a reindeer herder from Finland, the president of the Sami Reindeer Herders Association of Finland was elected the Chairman of the Association Board; Mikhaill Yar from the Yamal-Nenets Autonomous District and Gao Fuyuan from Aoluguyya (China) became Vice-Chairmen of the Board. Besides, the position of the Chairman of the executive body of the association - the Association Board of “World Reindeer Herders” – again went to Mikhal Pogodaev from the Republic of Sakha (Yakutia), Russia.
