Results of the Board meeting of the Ministry of Federative Affairs and External Relations of the Republic of Sakha (Yakutia)

On May 29, 2013 the Board of the Ministry of Federative Affairs and External Relations of the Republic of Sakha (Yakutia) held a meeting. On the agenda of the board meeting the following issues were considered:

1. “On the results of foreign economic activity of the Republic of Sakha (Yakutia) of 2012”;

2. “On implementation of image-building policy of the Republic of Sakha (Yakutia)”.

The Deputy Minister Diana Stepanova spoke with information on the first issue - on the results of foreign economic activity of the Republic of Sakha (Yakutia) of 2012. The First Deputy Minister Mikhail Kulikov spoke on the implementation of image-building policy of the Republic of Sakha (Yakutia).

Diana Stepanova mentioned in her report that the foreign trade turnover of the Republic of Sakha (Yakutia) in 2012 increased 2-fold compared with 2008 and amounted to $ 4840.5 million. At the end of 2012 the foreign trade turnover of the Republic of Sakha (Yakutia) amounted to 13.3% of the total volume in the Far Eastern Federal District, thus, providing the Republic the 3rd place in the Far East after the Sakhalin Region and the Primorsk Territory. In 2012, trade relations were maintained with 63 countries of near and far abroad. Major export products of the Republic were delivered to Belgium, China, India, Israel, Ukraine, Japan, South Korea, etc.

The Republic of Sakha (Yakutia) takes the second place after the Sakhalin region in the Far Eastern Federal District by volume of received foreign investments. During 2012 the Republic received foreign investments in the amount of $ 1549.1 million. According to preliminary estimates, foreign investments inflow into the economy of the Republic of Sakha (Yakutia) in 2013 will amount to $ 1652 million.

In addition, the Board members were informed about an active participation in international economic and investment arrangements and a number of conferences, seminars and exhibitions organized by the Ministry for the past year.

As for the plans for the second half of 2013, Diana Stepanova told about a series of emerging events, including the main ones: the International Conference “Renewable power economy in isolated systems of the Far East of Russia” in Yakutsk, organization of the 14th session of the Russian-Chinese Coordinating Council on interregional and near-border trade and economic cooperation in Yakutsk.

The second issue of the meeting’s agenda on the implementation of image-building policy of the Republic of Sakha (Yakutia) was considered by the First Deputy Minister Mikhail Kulikov.

The adoption of the Concept of the image-building policy of the Republic of Sakha (Yakutia) till 2020, approved by the Decree of the President of the Republic of Sakha (Yakutia) and the Plan of organizational measures on implementation of the Concept until 2016, approved by the order of the Vice-President of the Republic of Sakha (Yakutia), gave its results, said Mikhail Kulikov.

The First Deputy Minister told, that according to results of 2012 of the All-Russian sociological research, there was a significant positive dynamics of perception of the Sakha Republic (Yakutia) by population of Russia. Thus, a positive rating of the Republic increased from 34.4% to 57.8% during the year. They interrogated 1500 Russians in 140 settlements across the country with repeated selection of economic and socio-demographic structure of the adult (18 +) population of Russia. Respondents were asked the following question: “The Far Eastern Federal District includes an autonomous subject of the Russian Federation, the Republic of Sakha (Yakutia). How would you personally describe your attitude to this region?”. In 2011 only 6.9% of respondents answered “Really positively”; in 2012 this percentage 2 times raised up to 14.2%. 43.6% respondents answered “Most probably positively” in 2012; whereas only 27.6% answered this way a year ago (1.6 times rise). Total positive rating of the Republic increased from 34.4% to 57.8% or by 68% compared to 2011, while the growth was expected to be 20%.

In 2012 the number of news releases about the Republic (122,446 times) increased by 38%. Internet Resources posted 77.2% more news about the Republic in 2012 than in 2011. Media outlets broadcasted 26.7% more news. Print media interest in the Republic increased by 47.4%. Television and radio released 10.6% more information about the Republic than in the previous year. The volume of publications in the English-language media grew by 43%.

Mikhail Kulikov also briefed the members of the Board of the Ministry on the plan of the main image-building events of the Republic of Sakha (Yakutia) in 2013. It is scheduled to hold a large number of arrangements to maintain the charity image of the Sakha Republic (Yakutia).

There will be held a promotional tour “Tourist foresight of Yakutia” in order to attract attention to protected natural areas of the Republic of Sakha (Yakutia), including the World Heritage site of UNESCO - the Nature Park “Lena Pillars” - one of the most exclusive brands of the Republic of Sakha (Yakutia), traditions of ancient and original culture of the Sakha people as a holiday of nature rebirth Ysyakh.

The following activities are planned to be held within this tour:

1. Ethno-tour of the National Holiday “Ysyakh of Tuimaada”;

2. Eco-tour “Seven Wonders of the Lena River”;

3. The VI All-Russian Festival of Mass Communications “PR Days in Yakutia – 2013”.

Representatives of foreign, federal and regional media, leading PR-companies, federal and regional executive and legislative bodies, local governments, international and domestic tourist organizations, business communities, non-governmental organizations, scientific and educational institutions will take part in this promotional tour.

After hearing and discussing the reports, the Board approved the results information on foreign economic activity of the Republic of Sakha (Yakutia) of 2012 and information on the implementation of the image-building policy of the Republic of Sakha (Yakutia).

Besides, it adopted a series of decisions aimed at improving of activity on the discussed issues.
